40 On the other hand, proposals related to policy include working towards ensuring that security of tenure becomes the norm of employment and strengthening the mandate and capacity of the country's labor inspection system. There should also be a review of the Wage Rationalization Act of 1989 towards a national minimum wage, an improvement of tripartism in the country through improved worker's participation, and an exploration of the expansion of Philippine public employment programs. Ultimately, the success of these proposed reforms depends on the cooperation of all relevant stakeholders through the mechanisms of tripartism in the country. One important point to remember is that tripartism and social dialogue can only succeed if the right of workers to participate effectively and without intimidation is guaranteed. To this end, resolving the structural gaps that maintain precarious employment and weaken workers' ability to collectively bargain is a necessary prerequisite for improving labor and OSH standards in the Philippines.
