Corruption is the root of many human rights violations and hence fighting corruption is important in order to uphold respect for, and protection of, human rights. It was pointed out that the Government was serious in fighting corruption and had undertaken major measures in eliminating corruption. v. It was also recommended that more awareness programmes on the link between businesses and human rights be organised. Dissemination of information relating to this matter should also be intensified. As part of the consultation process, the Commission also plans to conduct interviews with the relevant stakeholders including the Ministry of Domestic Trade and Consumer Affairs, GLCs such as Khazanah, Petronas and Sime Darby, as well as regulatory agencies such as the Companies Commission, the Securities Commission, Bursa Malaysia, SME Corporation Malaysia and Chambers of Commerce. 3. MONITORING OF STATE IMPLEMENTATION OF INTERNATIONAL TREATIES (a) Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) The Government is late in submitting the 3rd, 4th and 5th State Reports to the CEDAW Committee. Nonetheless, the Commission decided to proceed with submitting its Parallel Report to the CEDAW Committee on 3 July. The Commission urges the Government to expedite submission of its State Report. The Commission has been made to understand that the draft combined report was being reviewed by the Attorney-General’s Chambers. (b) Convention on the Rights of the Child (CRC) The Commission is finalising the draft Parallel Report which would highlight issues of concern, including withdrawal of the remaining reservations to the CRC, accession to the 3rd Optional Protocol to the CRC on Communications Procedure, as well as ensuring that domestic laws and the Government’s policies are in line with obligations under the CRC. It was noted that the Government is late in submitting the 2nd, 3rd and 4th State Reports to the CRC Committee. (c) Convention on the Rights of Persons with Disabilities (CRPD) The Government has not submitted its initial State Report which was due in 2012 to the CRPD Committee. The Commission was made to understand that at the time of writing, the Ministry of Women, Family and Community Development (MWFCD) was still preparing the State Report, which is expected to be completed by the end of the year. The Commission has finalised its Parallel Report and currently, the report is in the process of being translated into English from Malay, which is expected to be completed early next year. 70
