These actions are supported by a comprehensive monitoring and evaluation framework that
assesses implementation throughout the duration of the Regional Action Plan and features
regular public updates on progress. To fulfil this mandate, the Working Group convenes biannually to assess advancements for each indicator and provide recommendations to the
APF Forum Council and General Assembly to enhance the implementation of the Regional
Action Plan.
APF Human Rights Defenders Working Group
In May 2023, the APF established the HRDs Working Group to provide strategic direction
and leadership to ensure the successful implementation of the Regional Action Plan. Seven
members were appointed to the Working Group, representing each of the six sub-regions
of the APF’s membership (the Pacific, West Asia, South Asia, Southeast Asia, Central Asia,
and North Asia).
Scope of Work
The role of the Working Group was to provide strategic direction and leadership to ensure
the following actions were implemented:
1. Holding bi-annual meetings of the Working Group.
2. Publishing and disseminating annual reports on HRDs.
3. Making public statements relevant to HRDs issues.
4. Conducting baseline assessments of the Regional Action Plan to assess its effectiveness.
5. Developing a MEAL plan to monitor, evaluate, learn, and report on the impact framework
of the Regional Action Plan.
Term
The seven members of the Working Group were elected on 24 March 2023, with their term
commencing in May 2023 and concluding in November 2024. The Working Group met at
least two times each year to oversee the implementation of the Regional Action Plan and
provide necessary guidance and input for its effectiveness implementation.
