Conclusion The APF Human Rights Defenders Working Group Annual Report 2024-2025 underscores significant progress in advancing the protection and promotion of HRDs across the Asia Pacific region. By implementing the Regional Action Plan, the Working Group has successfully strengthened NHRIs, promoted policy advocacy, and facilitated greater regional collaboration. Key achievements over the past year include a successful capacity development program, which equipped 22 NHRIs with essential tools to support HRDs, the introduction of the R2DRT in partnership with the DIHR, and the development of the Regional Outlook Dashboard to enhance monitoring and reporting. Additionally, the Small Grants Initiative supported NHRIs to improve data collection and protection mechanisms, while engagement with governments and international bodies contributed to stronger advocacy for HRD protections. Despite these successes, critical challenges persist. Limited government cooperation continues to obstruct the full implementation of HRD protection mechanisms, while financial and capacity constraints hinder NHRIs from executing their mandates effectively. Additionally, the growing prevalence of digital threats, including surveillance and online harassment, presents an evolving risk to HRDs. Weak regional collaboration and gaps in data-driven advocacy further highlight areas needing urgent attention. To build on the successes and address existing gaps, the Working Group recommends: 1. Expanding NHRI training programs to address emerging HRD challenges. 2. Strengthening regional partnerships with civil society organisations (CSOs) and international actors. 3. Enhancing data collection and analysis using digital tools, including the R2DRT and contributing to the Regional Outlook Dashboard. 4. Advocating for stronger legal protections to ensure HRDs are safeguarded at the national level. 5. Securing sustainable funding to support long-term HRD protection initiatives. 6. Extending the Regional Action Plan beyond 2025 The APF Human Rights Defenders Working Group remains committed to fostering a safer and more enabling environment for HRDs. By leveraging the past year’s successes and addressing ongoing challenges, the Working Group aims to ensure that HRDs across the Asia Pacific region receive the protection and support necessary to continue their vital work in defending human rights.
