At the end of the module, the participant will be able to:
1. Discuss general concepts on mental health;
2. Identify their current mental health situation; and
3. Develop localized mental health policies and programs.
Rights-Based Mental Health Framework
The Philippines is one of the signatories of the Convention on the Rights of
Person with Disabilities (CPRD). The covenant mandates member countries to
promote mental health as a human right. Five themes, drawn from the CRPD
as follows:

Module Objectives
1. The right to an adequate standard of living and social protection (Article 28).
2. The right to the enjoyment of the highest attainable standard of physical and
mental health (Article 25).
3. The right to exercise legal capacity and the right to personal liberty and the
security of a person (Articles 12 and 14).
4. Freedom from torture or cruel, inhuman, or degrading treatment or
punishment and from exploitation, violence, and abuse (Articles 15 and 16).
5. The right to live independently and be included in the community (Article 19).
From these key themes, the World Health Organization (WHO) quality rights
refer to the five initiatives that must be undertaken to ensure mental health is
protected, namely:
1. Build capacity to combat stigma and discrimination
2. Improve the quality of care in mental health services
3. Create community-based and recovery-oriented services
4. Support advocacy and influence policy-making
5. Reform national policies and legislation in line with CRPD
