Training Module on the Right to Mental Health for Local Health Leaders
• The key mental health concepts in this topic include:
- WHO definition of mental health, e.g. realizing one’s ability, coping with
the normal stresses in life, and being productive.
- Mental illness is a condition involving the functions of thinking, emotion,
and behavior associated with distress.
- The Health Continuum covers the spectrum of healthy, reacting, injured,
and ill in relation to mental health.
• The positive (eustress) and negative (distress) types of stress are discussed
to emphasize that stress is part of daily life. Therefore, people can manage
their stress and focus on the positive effects of stress.
Reflection:
• A question is posed to know insights of the participants on why young
adults have the highest vulnerability of mental health concern.
• The reflective question will link the discussions on general mental health
concepts to specific factors leading to mental health illness and issues not
just to young adults but affecting the general population.

Activty 2: LGU Mental Health Profiling
• The purpose of the activity is to have a rapid review of their LGU’s mental
health activities. The matrix will gather information on the status of related
compliance to Mental Health Law. This is linked to Activity 3 on the Mental
Health Law compliance checklist.
• Participants will be organized into small teams and one to two (1-2) LGUs
(barangay, city, or municipality) can be selected for sharing and evaluation.
