The meeting was opened by Commission's Chairperson Lee Sung-ho, followed by congratulatory remarks by Justice Michael Kirby, former chief of the UN Commission of Inquiry on Human Rights in the DPRK, special remarks by the Honourable Scott Busby, U.S. Deputy Assistant Secretary, Bureau of Democracy, Human Rights, and Labor, and was attended by the Honorable Robert R. King, U.S. Special Envoy for North Korean human rights issues. It has been involved in developing North Korean human rights policies, strengthening cooperation network, and facilitating discussions on the issue. In 2016, the forum was held four times, from its 30th to the 33rd session.
