Mental Medical Institutions

The Committee recommended to “ensure effective supervision and
independent monitoring of judicial organs on involuntary psychiatric
hospitalization, amend the Mental Health Act, and ensure effective legal
safeguards” in the concluding observation on the third to fifth periodic
reports of Korea in 2017. Also, the U.N. Committee on the Rights of Persons
with Disabilities was concerned that “persons with psychosocial disabilities
including mental patients are subjected to acts considered cruel, inhuman or
degrading treatment including solitary confinement, constant beating,
restraint and excessive drug treatment” in the concluding observations on the
initial report of Korea in 2014.
