In 2004, the NHRCK recommended to abolish the “National Security Act” as it leaves a substantial room for infringement on freedom of thought, conscience and expression, which the Korean government refused to accept. As suggested by the NHRCK in 2016 in its recommendations for the “National Action Plan for the Promotion and Protection of Human Rights (2017-2021),” it is imperative for the Korean government to establish measures including amendment of article 7 to prevent abuse of the “National Security Act” and human right violation.
