Two NHRIs reported that they had entered formal
memorandums of understanding with civil society
organisations for joint work in accepting and
investigating complaints and in human rights
education. Another reported that it convened tripartite
meetings of civil society organisations, government
ministries and the NHRI in which the civil society
organisations have unequalled opportunities for direct
advocacy with government. Several NHRIs reported
that they now hold quarterly or half-yearly meetings
with civil society organisations to discuss their work.
Following the devastating earthquake
that struck Nepal on 25 April 2015, the
National Human Rights Commission of
Nepal established human rights “mobile
camps” in the 14 worst-hit districts of the
country to monitor the post-earthquake situation and
investigate the concerns of local residents.
It adopted a human rights-based approach to guide
its work and inform its advocacy to government,
especially in relation to the delivery of prompt and
appropriate responses to address the needs of victims
and their families.
The Commission operated the mobile camps in
cooperation with civil society groups, including the
Nepal Bar Association, the Federation of Nepali
Journalists and the NGO Federation of Nepal.
