Annual Report 2013–2014 Figure 3 shows the extent to which the CAs have improved capacity by NHRI, as measured by the median of each participating NHRIs’ views on the degree to which the CAs have been effective. Most members participating in the CA program to date agree that the recommendations arising from the CA have improved their capacity in all areas (the median response across the participating NHRIs and across different themes was 4 out of 5). Only one member response indicated that they disagreed that any of the recommendations had improved their capacity. The consistently high rating given to the effectiveness of the CA process by participating members over the last three years indicates that this program is having a measurable and substantial impact. The program is improving the capacity of members to deliver improved human rights outcomes in the region. In 2012 the project partners commissioned a review of the CA process, so as to highlight its strengths and weakness, propose changes to the methodology, and outline measures for future institutionalisation and consolidation. The APF has adopted all the recommendations of the review. In addition the APF is working to ensure that the CA program informs the APF measurement, evaluation and reporting framework by formalising APF member commitment to evaluating program outcomes, as modelled in the 2014 memorandum of understanding with the Indonesian National Commission on Human Rights in relation to its CA.
