At 30 June 2014 all of the 16 NHRIs that have participated in the CA process to date reported either
complete or partial implementation of the action plans. Figure 2 shows the collective progress in
implementing the action plans. The figure shows an apparent decline in implementing recommendations
regarding situational assessment, defining visions and mandates, formulating policies and strategies,
monitoring, evaluation and reporting, the management of human rights cases, and those regarding the
conduct of human rights analysis. This decline can be attributed to the large number of CAs recently
undertaken (six have been completed in the last 18 months). These members have not yet had time to
completely implement, or in some cases to start, their responses. For instance, since 2013 the National
Human Rights Commission of Nepal and the National Human Rights Commission of Bangladesh have
both completed implementation of recommendations in four areas, but have only had the opportunity to
partially progress implementation in the remaining three.

The Palestinian Independent Commission for Human Rights, which last year had progressed
implementation, now acknowledges complete implementation of the recommendations. The New
Zealand Human Rights Commissions noted that they accepted the CA report and its analysis and
recommendations have been drawn on to shape the outcomes of the Commission’s organisation
review. This review was completed last year and the outcomes are now being implemented.
