Asia Pacific Forum of National Human Rights Institutions During the reporting period the APF brought together APF accredited trainers from the NHRIs of India, Indonesia, Malaysia, the Maldives, New Zealand and Palestine to review the operation of the scheme, make recommendations for change, plan for future courses and renew their skills. This meeting was hosted by the National Human Rights Commission of India in New Delhi, India from 9-10 June 2014. Advanced human rights education The APF produced and launched a new training program on human rights education during the reporting period. From 11-13 June 2014, the National Human Rights Commission of India hosted the APF’s advanced human rights education program in New Delhi, India. The training brought together experienced trainers and educators from the NHRIs of Afghanistan, India, Indonesia, Jordan, Korea, Malaysia, the Maldives, Mongolia, Nepal, New Zealand, Palestine, the Philippines, Sri Lanka and Thailand. The program drew on the knowledge and skills of participants to identify effective approaches for planning, leading and evaluating human rights education activities with a broad range of groups, from public officials and law enforcement agencies through to schools and communities. There was also a strong focus on building a deep understanding of the theory and principles that underpin adult education and human rights education. 1.2. CAPACITY ASSESSMENTS EVALUATION FINDINGS Outcome indicator Capacity assessment Performance rating On track The capacity assessment (CA) program is an initiative that supports APF member institutions to identify the capacities they have, and those they need to develop, in order to fulfil their respective mandates to promote and protect rights at the national level. The CA program proposes strategies to strengthen NHRIs as a whole, to develop the capacities of staff members and to make the internal processes of NHRIs more efficient and more effective. The program is jointly facilitated by the APF, the United Nations Development Programme (UNDP) and the Office of the High Commissioner for Human Rights (OHCHR). The overall goals of the CA initiative are to: • assist NHRIs to generate an understanding of NHRI strengths and capacity gaps constraining an NHRIs’ ability to deliver on their mandates • assist in developing strategies to address capacity gaps, and • enable and support South-South cooperation and provide a platform for mutual support and peer-to-peer and learning among NHRIs. The CA process is facilitated by a team of external experts consisting of representatives from the APF, UNDP, OHCHR and one representative from a NHRI that has already been through a CA process. At the end of the principal mission, a draft report with a series of capacity development recommendations to address the capacity gaps is submitted to the NHRI. This report is subsequently finalised and is expected to form the basis of the capacity development strategy. 14
