는 것이 일반적이다. 물론 국제법이 개인에게 직접 효력을 미칠 수도 있다. 가령
전쟁, 대량학살, 반인도적 범죄행위에 대한 개인의 국제법상의 책임은 일찍부터 인
정되어 왔다. 개인만이 아니라 그 밖의
