NATIONAL HUMAN RIGHTS COMMISSION Constitution 3.5 The Commission consists of a Chairperson, four full-time Members and four deemed Members. The statute lays down qualifications for the appointment of the Chairperson and Members of the Commission. Constitution of NHRC Chairperson (Former Chief Justice of India) One Member One Member Two Members who is, or has been, a Judge of the Supreme Court of India who is, or has been, the Chief Justice of a High Court from amongst persons having knowledge of, or practical experience in matters relating to human rights Deemed Members Chairpersons of the following National Commissions National Commission for Minorities National Commission for Scheduled Castes National Commission for Scheduled Tribes National Commission for Women 3.6 The Chairperson and the Members of the NHRC are appointed by the President of India, on the recommendations of a high-level Committee comprising the Prime Minister (as Chairperson), the Speaker of the Lok Sabha (House of the People), the Minister in-charge of the Ministry of Home Affairs in the Government of India, the Leaders of the Opposition in the Lok Sabha and Rajya Sabha (Council of States), and the Deputy Chairman of the Rajya Sabha.
