For arriving at a mutually satisfactory disposition, the judicial authorities
are required to follow the following guidelines:

1.
In respect of cases instituted on a police
report, the notice should be issued to
PP, Investigating officer, the accused and
the victim in the case.
2.
In respect of complaint case, the notice
should be issued to the accused and the
victim in the case.
3.
The aforesaid parties must be facilitated
by the court to participate in the meeting
to work out a satisfactory disposition of
the case.
4.
The court must ensure that the entire
process is completed voluntarily, solely
by the parties to the meeting.
5.
The court is to further ensure that, where
the accused so desires, he may be given
the benefit of being represented by a
pleader.
6.
Similarly, in cases instituted otherwise
than on police report, the victim also, if
he so desires, may be given the benefit
of being represented by a pleader.
