Write your Foreword
As noted earlier, although the Foreword appears at the beginning of the Strategy, it is usually written
once the Strategy has been completed. The Foreword provides a short introduction to the Strategy
and signals its importance. It also demonstrates leadership commitment and gives the Strategy
authority internally and externally.
A Foreword may also encourage others to support the successful implementation of the Strategy and
achievement of its outcomes.
The Foreword is usually signed by the head of the NHRI, such as the Board Chair or Ombuds.
In some cases, it may also be co-signed by Board members or the Secretary of the NHRI.

Foreword
On behalf of the Board of the Human Rights Commission of
Assuwa, I am proud to present our Gender Strategy. Gender
equality is at the heart of human rights, and as the national
human rights institution, we have both the mandate and the
responsibility to lead by example.
This Strategy aligns closely with our wider Strategic Plan and supports Assuwa’s obligations under
national, regional, and international human rights frameworks. It provides us with a clear pathway
to embed gender equality principles across everything we do — in our policies, programmes,
organisation culture, and in our external work and partnerships. It reflects our determination to
ensure that for people of all genders in Assuwa, equal rights, responsibilities, and opportunities
are a reality.
The development of this Strategy has been a collaborative process, shaped by the insights and
experiences of our staff, civil society and government partners, rights-holders, and other key
stakeholders. Their voices are at the centre of this work, and their contributions have strengthened
our approach. We are grateful to everyone who has contributed.
We recognise that gender inequality limits opportunities, restricts participation, and perpetuates
discrimination. Addressing these challenges requires sustained commitment and action. It also
requires collective responsibility.
As Chair of the Board, I affirm our commitment to ensuring that this Strategy is not just a document
but a living guide to action. Its success depends on all of us — Board members, our leadership and
staff, our partners and the communities we serve.
