Asia Pacific Forum of National Human Rights Institutions and Global Alliance of National Human Rights Institutions Conclusion 52. 18 This brief has put forward arguments supporting the petition submitted by Greenpeace Southeast Asia and the Philippine Rural Reconstruction Movement requesting an investigation into the responsibility of the Carbon Majors for human rights violations or threats of violations resulting from the impacts of climate change. These arguments revolve around the role of human rights law in addressing the impacts of climate change, and the interlinkages between human rights and climate change law after the adoption of the Paris Agreement. The brief summarises developments in the practice of states and international human rights bodies concerning the interconnected nature of all human rights, the human rights obligations of corporations, as well as on the exercise of jurisdiction. It concludes that the Commission has authority to investigate the petition, both on the basis of domestic and international law.
