laws in the Arab States in the area of the rights of persons with disabilities,
as their rights are protected since the founding of the Jordanian State through
the Jordanian Constitution. Furthermore, the Jordanian National Charter
came to affirm and promote these rights. Also, various Jordanian legislations
addressed the rights of the persons with disability, such as the laws of
customs, labor, traffic, etc. This is in addition to a range of specialized
legislations for persons with disabilities, namely:
1. In 1993, the first inclusive and comprehensive law for persons with
disabilities was adopted. It was called the Disability Welfare Law No.
12 of 1993 and came after the adoption of the first Arab convention
relating to the habilitation and employment of persons with disability,
which is the result of the meeting of the Arab Labor Organization at
its twentieth session in the Jordanian capital, Amman. One of the most
important developments in the new law, at that time, was the
expansion of the scope of services and the provision of what is better,
through wider legislative policies within the principles and rights
adopted by the State, inspired by the teachings of Islam, the Jordanian
Constitution, the National Charter and the Universal Declaration of
Human Rights. Furthermore, three persons with disabilities were
included as representatives of persons with disabilities in the National
Council for the Welfare of Disabled Persons, chaired by the Minister
of Social Development, in confirmation of the principle of
participation of persons with disabilities and expression of themselves
in national and international events.
2. In 2007, this law was replaced by a law called the Law on Rights of
Persons with Disability No. (31) of 2007, in effect, to comply with the
