The importance of these centers comes through the reduction of disability complications in the present and future. However, the number of served persons with disabilities is small, compared to their total number, due to the limited number of specialized medical centers, which makes citizens living in distant places find it difficult to access these services and benefit from them, as some violations against persons suffering from the lack of adequate health care were monitored, and the same thing said about the research programs to reach children where they are developmentally retarded weak, delaying the process of early intervention. And health diagnostic centers referred to above suffer from the weakness of some diagnostic services. The health insurance is important to follow up the habilitation of persons with disabilities in health terms, as the Ministry of Health provides health insurance service for this category of society. In This connection, the following observations were recorded: 1. The private sector refrains from accepting the insurance of persons with disability, which constitutes discrimination against them in accessing the appropriate health care similar to their peers of beneficiaries. 2. One of the most important obstacles in this area is the lack of specialized medical staff, as failure of health habilitation was monitored due to the lack of physical therapists. 3. There is ignorance of the rights of persons with disabilities by the medical staff in general. 4. Lack or inadequate early diagnostic centers and the possibility of early follow-up from the outset, which leads to the occurrence of incurable 51
