3. The lack of legal safeguards for persons with disabilities to exercise
their civil rights. For example, the blind cannot open an account in the
bank without a sponsor, noting that the civil law accepted testimony
of the deaf, which means that any person with a disability has
complete legal capacity.
Sixth: Freedom from Exploitation, Violence and Abuse
The NCHR commenced its work on June 1st, 2003 as a national independent
institution enjoying legal capacity with financial and administrative
autonomy, under the Law No. (51) of 2006. Among the objectives of the
NCHR is the protection and promotion of human rights and public freedoms
in the kingdom, as it receives complaints and notifications, appeals, and
opinion and condemnation statements on any violation of human rights or
any attack on public freedoms within the Kingdom, including the
aggressions on the rights of persons with disabilities. The NCHR receives
complaints and requests for assistance directly from them or through those
representing them and provides those affected with guidance and assistance.
In addition the NCHR offers a helping hand to them and removes the
obstacles that hinder them, in cooperation with the relevant authorities such
as the Greater Amman Municipality, HCAPD, Ministry of Labor, Ministry
of Social Development and others.
The Family Protection Department/ Public Security Directorate is one of the
most important policing institutions in the State, as it seeks to protect
citizens and the family, including persons with disabilities. The Department
enjoys an important and essential mechanism in dealing with violence and
abuse against people in general and can refer the cases of severe violence to
