required, in terms of services and facilities sought, to enable persons with
disabilities to develop their physical, mental, health, professional, social or
economic abilities so as to access a level that allows them to integrate into
the community. This explains the scientific and medical intervention for
children born with disabilities, such as the separation of Siamese children
(for example), because they have the right to life and survive.
Despite this, we find the following arguments about this right:
1. The killing of fetuses with disabilities is a crime punishable by
national law.
2. There is a disparity between the acceptance and refusal of abortion of
fetuses with disabilities after the scientific and medical developments,
which show the status of the fetus before being born, especially in the
first months of pregnancy.
Fourth: Freedom from Torture and Other Cruel, Inhuman or
Degrading Treatment or Punishment
Being subjected to torture is considered one of the most serious violations
that human beings are exposed to in general, especially persons with
disabilities, as Jordan joined the Convention Against Torture and Other
Cruel, Inhuman or Degrading Treatment or Punishment, and published it in the
Official Gazette on 15/6/2006 to become a national law that may be used for
defense. Moreover, places of arrest and detention are viewed as the most
places in which human beings may be exposed to this kind of violations.
From this point, the administration of the reform and habilitation centers
called in 2008 for a special initiative to take care of inmates with disabilities,
