However, it was decided finally to keep the definition open to align with the needs, concepts and mechanisms relating to the issue of permiting abortion or not in each individual country. This step was considered a gap in the Convention by some countries, while other countries considered it a way of flexibility that allows States Parties to decide the inclusion of the fetus in the merits of principles and rights of this Convention, the most important of which is the right to life and to grow-up. As for the International Convention on the Rights of Persons with Disabilities, which addressed the issue of disability on the basis of rights, Article (10) of it asserts that every human being has the inherent right to life (regardless of the existence of a disability or not), States Parties shall take all necessary measures to ensure this right. The Convention did not specify the nature of this human being, whether born alive or a fetus in the womb of its mother. This means that the ceiling of freedom, according to the provisions of the Convention, is left to the different world countries as to allow or 18
