international community adopted the concept of care in dealing with children since that period of time. Because of the inevitability of logical context and natural evolution in dealing with children as a category enjoying inherent dignity that is recognized by the international community, since this is clearly evident through what is stated in the Universal Declaration of Human Rights, this concept witnessed evolution in 1959 through the emergence of a special declaration for the child called the United Nations Declaration on the Rights of the Child. This evolution was illustrated by the introduction of the concept of protection of all kinds, such as physical, intellectual, and ethical protection, after the existence of only the concept of welfare and social services at that time. The international community expanded the protection cover to start from the moment the fetus is created in the womb of its mother, after the protection cover used to start from the moment it is born alive. In this sense, an international convention for the rights of the child was devoted and adopted in 1989 to include all the rights and categories of children. Article (23) of the Convention addressed the rights of the child with physical or mental disabilities, while Article (6) stipulates that each child has an inherent right to life, and that States Parties shall ensure to the maximum extent possible the survival and development of children, i.e. that the rights concept has become prevalent in this stage and children have become a category that have rights in the community and the States Parties are responsible for the implementation and application of such rights. 17
