2. Depriving the person with a disability from mixing with the outside
world- i.e. outside the boundaries of the family- is considered one of
the negative social phenomena prevailing in our society. Some
families restrict the freedom of individuals with disabilities, as have
been noticed through the process of monitoring (carried out by the
NCHR, in cooperation with civil society institutions), where some
persons with disabilities, especially those with mental disabilities,
suffered from restrictions on personal freedom, movement and
mobility by their families, leading to the deprivation of mixing with
the outside world.
Third: The right to life
The International Convention on the Rights of the Child addressed the right
to life as a fundamental right for him/ her and as a general principle that
should be observed by the States Parties. The Convention did not prescribe
the validity of this right, whether from the moment of being born alive or
before that in his/ her mother's womb, as it defined the child as every human
being less than eighteen years of age. The reason for that is the difference
around the world in terms of accepting or refusing abortion of fetus in
general, regardless of being with a disability or not.
Referring to the historical concepts that addressed the issue of children, the
international community, represented by the United Nations, declared in
1923 after the First World War the need for paying attention to children and
women, as they are the most vulnerable to abuse. The common concern was
the relief of children and providing appropriate services to them. Hence, the
