- Paragraph i, Article 65 of the Migrant Workers Convention stipulates
that “State Parties shall maintain appropriate services to deal with
questions concerning the international migration of workers and
members of their families. Their functions shall include, inter alia: (a)
formulation and implementation of policies regarding such migration; (b)
exchange of information, consultation, and cooperation with the
competent authorities of other States Parties involved in such migration;
(c) provision of appropriate information particularly to employers,

workers, and their organizations on policies, laws, and regulations
norms
related to migration and employment, agreements concluded with other
States concerning migration, and other relevant matters; (d) provision of
information and appropriate assistance to migrant workers and members
of their families regarding requisite authorizations and formalities and
arrangements for departure, travel, arrival, stay, remunerated activities,
exit, and return as well as on the conditions of work and life in the
State of employment and on customs, currency, tax, and other relevant
laws and regulations.

- As for Germany, the Federal Employment Service (FES) takes charge
of recruitment of migrant workers employed based on a standard
contract and operates an FES office named German Committee in the
State of origin. Migrant workers recruited by the German Committee
sign an employment contract made in both their mother tongue and
German. Intensive education is carried out on particular risk factors at
the workplace -- along with industrial disaster regulations -- in their
mother tongue. They see to it that migrant workers are informed of
important regulations through an interpreter. Education on the danger of
accidents and health hazards, methods of prevention of danger, and
relevant facilities is also carried out in their mother tongue.
