The Periodic Report states that corporal punishment is prohibited in principle at school and allowed only in very limited cases when necessary for educational reasons (para. 144). NHRCK recommended in 2002 that corporal punishment should be expressly banned in the relevant legislation, noting that corporal punishment is a violation of the students' personal liberty. Still, corporal punishment remains as a controversial issue and is being used for allegedly educational purpose. Moreover, there exists no legislation banning corporal punishment on the ground of infringement on the rights of the child. 37. The tendency is that teachers are generous about corporal punishment.
