Covenant, States parties have an enhanced obligation to fulfil (provide) regarding the right to education, but the extent of this obligation is not uniform for all levels of education. The CESCR went on to give the following examples of the State’s obligation to provide education: • A State must fulfil (provide) the adaptability of education by designing and providing resources for curricula which reflect the contemporary needs of students in a changing world. • A State must fulfil (provide) the availability of education by actively developing a system of schools, including building classrooms, delivering programmes, providing teaching materials, training teachers and paying them domestically competitive salaries. Fulfil (promote) The obligation to promote is a component of the obligation to fulfil and requires States to promote international human rights standards that relate to the right to education, particularly through human rights education and the protection of the right to information. 48
