Ending human rights violations requires the empowerment of individuals and communities to claim their rights and be key agents of change for the realisation of human rights for everyone. Sustainable progress requires building effective partnerships between individuals/communities and the State. As the bridge between these two groups, NHRIs are ideally placed to foster empowerment and sustainable partnerships. Operationally, the APF works with NHRIs, governments, parliaments, courts, civil society, regional organisations and the United Nations to develop and strengthen capacity, particularly at the national level, for the promotion and protection of human rights.
