Message from Full-Time Member We are immensely delighted to publish The Annual Report 2021 of the National Human Rights Commission, Bangladesh as per the NHRC Act 2009. The country this year, is gradually going back to normal lifestyle after Covid-19 Pandemic. The experience of the pandemic has made us rethink the challenges in fighting a pandemic. Besides, we have witnessed discrimination on Covid Vaccination. Ensuring Vaccination for all is important for a healthy world. We now need to realize that “no one is safe until everyone is safe”. So, this year’s Human Rights Day was observed with the theme “Reducing inequalities, advancing human rights.” Human Rights is universal. No one can take anyone’s rights. Bangladesh has so far, ratified eight out of nine conventions on human rights indicating our respect to human rights. The Father of our nation Bangabandhu Sheikh Mujibur Rahman fought for human rights throughout his life. The preamble of our constitution states that the fundamental aim of the State is to realize through the democratic process a society, free from all kinds of exploitation- a society in which rule of law, fundamental human rights and freedom, equality and justice, political, economic and social, will be secured for all citizens. The National Human Rights Commission was established in 2009 to fulfill this aim by the present government. As per NHRC’s recommendations victims have been provided with compensations for the very first time. Tortured housemaid Khadiza had been Compensated by the Ministry of Home Affairs. 06 lac BDT had been given as compensation to the victim in Bagura by the contractor of Rural Electricity Association. We have recommended the government to amend the NHRC Act 2009. I believe an Integrated Office Management System and online complaint management system would be introduced shortly. Lastly, I would like to thank all government and non-government stakeholders for their continuous support towards NHRC. Dr. Kamal Uddin Ahmed National Human Rights Commission Annual Report 2021 11
