Given that non-nationals residing in Taiwan fall into various residency categories, there are inconsistencies in the educational assistance provided by the government to them and their children during their stay in Taiwan. It has been observed that the government currently has care services in place specifically for new residents and conducts a needs assessment survey every five years. 13 However, for other immigrant populations brought in through talent retention and recruitment channels, the government has not assessed whether they require educational assistance in Taiwan, citing concerns over personal privacy. It is recommended that the government investigate the educational status and needs of quasi-citizens and their children residing in Taiwan, to implement the suggestions of General Recommendation No. 29 of the ICERD. 13 The term "new residents" refers to the spouses of Taiwanese citizens who are foreigners, stateless persons, or residents of Mainland China, Hong Kong, or Macau. 29
