cooperation
NHRIs cooperate with each other bilaterally or through regional and global associations of NHRIs.
Regionally, in the Asia Pacific region, their association is the Asia Pacific Forum of National Human
Rights Institutions (APF).44 There are similar regional associations in the Africa, Americas and
Europe regions.45 There are also sub-regional associations, such as the Arab Network of NHRIs
and the ASEAN network of NHRIs.46 The world-wide association is the Global Alliance of National
Human Rights Institutions.47
Some NHRIs have a specific function in their laws for international cooperation with national and
regional associations and with individual NHRIs. For others, cooperation is an incidental function that
arises from their power to undertake any acts that relate to their other functions and responsibilities.
Through the global, regional and sub-regional associations, NHRIs collaborate on promoting the
establishment and strengthening of NHRIs, supporting their compliance with the Paris Principles,
especially their independence, and enhancing their effectiveness.
