GENDER OMBUD REPORT 2016 CHR’S NATIONAL INQUIRY ON REPRODUCTIVE HEALTH The Commission on Human Rights conducted a National Inquiry on Reproductive Health which was funded by the UNFPA. The project had three major activities: 1) launch of the National Inquiry held on 01 March 2016 at the CHR office in Quezon City; 2) conduct of regional consultations on CEDAW and MCW with particular focus on Reproductive Health held in different CHR Regional Offices; and 3) conduct of fact-finding missions and public hearings in five selected areas in the country. Focal Commissioners on Women, Commissioner Karen Gomez Dumpit and Commissioner Gwendolyn Pimentel Gana, presided the public hearings. They listened to the stories of women informal settlers, PWDs, elderly, reproductive health advocates, health service providers, migrants, and LGBTI rights advocates. The presentation and validation of initial findings of the CHR National Inquiry on RH was done on 30 May 2016 at the Sulo Hotel Riviera, Quezon City. It was attended by representatives from the CHR fact-finding team and various government agencies, CSOs, and marginalized groups of women. The results of the National Inquiry was incorporated in the CHR’s independent report to the CEDAW Committee for its 64th session. LAUNCH OF CHR’S RH INQUIRY REPORT AND FORUM OF THE SUPREME COURT’S DECISION ON IMPLANON The CHR National Inquiry was launched on 10 November 2016, at the Bantayog ng mga Bayani Auditorium. Aside from the report, the CHR also launched the audio visual presentation and posters on the National Inquiry made by Likhaan, with the support of UNFPA. The video presented the objectives, process, and indings and 48 recommendations of the RH National Inquiry. It was followed by a forum on the Supreme Court’s TRO on Implanon and other contraceptives. The forum was co-organized with the Likhaan Center for Women’s Health and the RH Advocates Network (RHAN). The launch and forum was attended by various stakeholders from CSOs, government agencies, health organizations, and media. LAUNCH OF OUTRIGHT ACTION INTERNATIONAL REPORT ON POLICE ABUSE OF LGBTI PEOPLE On 24 June 2016, OutRight Action International launched its report entitled, “To Serve and Protect without Exception: Addressing Police Abuse Toward Lesbian, Gay, Bisexual, Transgender, and Intersex (LGBTI) People in the Philippines.” The launch was attended by the security sector and various LGBT organizations. The duty bearers were given the opportunity to react, share on-going efforts, and contribute to institutionalizing sustained commitment to LGBTI rights. The Commission, as Gender Ombud, supports efforts of CSOs towards the promotion and protection of the rights of all persons, including persons with diverse SOGIE. The efforts of OutRight in engaging with the PNP, developing training modules on SOGIE, and conducting gender, sexuality and human rights trainings are crucial in ensuring gender-sensitive police force that practices rights-based policing. The Commission continuously supports and intends to expand these efforts to the entire security sector. PREPARATORY CONSULTATIVE FORUM ON THE PHILIPPINES’ 3RD UNIVERSAL PERIODIC REVIEW On 17 August 2016, the CHR, through the GEWHRC and the UN Women Philippines,
