LEGISLATIVE AGENDA
The Commission supports key legislation
advancing gender equality and the human rights
of women and LGBTIs. Its legislative priorities
include, but are not limited to, the Comprehensive
Anti-Discrimination Bill (CADB), the AntiDiscrimination Bill on the Basis of SOGIE, the
Divorce Law, the amendment of RA 7877 (AntiSexual Harassment Law), and the amendment of the
Rape Law (RA 8353).
OTHER POLICY-RELATED INITIATIVES
Other policy advocacy undertakings of
the Commission involved working with CSOs and
development partners.
• In supporting the advocacy for the CADB,
the Commission works with the UNDP in
partnership with the Stop the Discrimination
Coalition. In 2016, through the CHR Policy
Office, a total of 14 fora on the CADB were
convened in different regions.
• On the National Inquiry on RH, the GEWHRC
partnered with the UNFPA to conduct 15

regional consultations, five public hearings,
and fact-finding missions. The Inquiry
was conducted in partnership with CSOs
working on RH, i.e., Likhaan Center for
Women’s Health, EngendeRights, Center for
Reproductive Rights, and Sarilaya. Other CSOs
submitted data and attended hearings and factfinding missions.
• The GEWHRC also partnered with the
Center for Migrant Advocacy (CMA) for the
post-CEDAW revalida sessions, Outright
International and TLF Share on advancing the
rights of LGBTI and on HIV awareness, and
the Women’s Legal and Human Rights Bureau
(WLB) on the National Consultation for the
Draft GR 19 (Violence Against Women). The
results of the National Consultation for the
Draft GR 19 were used as reference for the
CHR’s independent Comment to the CEDAW
Committee on the draft GR 19, and the
submission to the CEDAW Committee.
