C H A P T E R AICHR has continued to perform its mandate to promote human rights especially through numerous events such as capacity building programmes, roundtable discussions and consultations on a range of thematic issues, several of which the Commission had the benefit of attending including the 3rd AICHR Regional Dialogue on the Mainstreaming of the Rights of Persons with Disabilities in the ASEAN Community held in Phuket in June and the AICHR Training on Business and Human Rights held in Bangkok in November. 1 The Commission also had the pleasure of participating as a partner in the AICHR Regional Consultation on the Right to Safe Drinking Water and Sanitation, which was hosted by AICHR Malaysia in Sabah on 25-27 October. During the Regional Consultation, Commissioner Datuk Godfrey Gregory Joitol delivered a presentation on the situation in Malaysia with regard to the enjoyment of the right to water and sanitation. The Commission is encouraged to note that one of the key goals of the Regional Consultation, as envisioned by Malaysia’s Representative to AICHR, Mr. Edmund Bon, is to elaborate on a normative content of the right to safe drinking water and sanitation pursuant to Article 28(e) of the ASEAN Human Rights Declaration. This effort would set the minimum standards for the fulfilment of the right to safe drinking water and sanitation for the region. In this regard, the Commission calls on AICHR Malaysia to ensure that the normative content developed by AICHR commensurates with established international human rights standards, at the very least. The Commission is of the position that all ASEAN member states should take every possible measure towards enabling all individuals residing within their territorial borders to enjoy their right to water, which should come from improved water sources that are accessible on premises, available when needed, affordable, free from contamination, and be of an acceptable colour, odour and taste for personal and domestic use. In addition, the Commission looks forward to seeing greater priority accorded by AICHR into addressing transboundary human rights concerns including issues pertaining to trafficking in persons as well as the Rohingya refugee crisis.
