of Restraints for Arrest and Escort” on 18 September 2017. On the other hand, the Commission’s
2016 human rights statistics report indicated that the complaints on disability discrimination
related to judicial administration was average of 38 cases per year for the last 5 years. In
particular, these complaints were made in relation to criminal judicial proceedings, such as the
lack of reasonable accommodations to the wheelchair user in prison and the lack of reasonable
assistance during judicial procedures, such as making of testimony during police investigation
process, or the disapproval of court on the request to substitute unpaid fine with community
service by persons with physical disabilities.

43. Specify whether training program on the provision of reasonable accommodation for persons
with disabilities was conducted for police officers, prison staff, lawyers, and the judiciary and court
personnel; provide detailed curriculum of training program, the statistical data on the persons who
completed a training program against the number of target participant-group, and information on
the awareness-level of target group prior and after the facilitation of training programs.

Current status
44. The number of complaints submitted to the Commission against mental health care
facilities, including psychiatric medical institutions and psychiatric sanatoriums, regarding
involuntary admission is showing a decreasing trend (2,051 complaints in 2014, 2,031
complaints in 2015, 1,661 complaints in 2016, and 1,172 complaints in 2017). Despite the
decreasing trend in numbers, however, the level of complaints remains high with more than
1,000 complaints continuously submitted annually.
