Asia Pacific Forum of National Human Rights Institutions Members continued to value the APF’s advice on the nature and status of NHRIs in accordance with the Paris Principles very highly this year (the median member rating remained at 5 out of 5 in 2011). As shown in Figure 10, the value of the advice to members grew, especially the NHRIs of the Philippines, Indonesia, Australia and New Zealand. For some members the value of advice remained relatively static or declined slightly. These missions enter into dialogue with government, NHRI and civil society representatives, and where requested, assist in drafting legislation and providing advice on establishing NHRIs in compliance with the Paris Principles. In a number of cases, the APF provides advisory services in collaboration with other partners in the region, including OHCHR and PIFS. In 2011–12 the APF was able to respond to all of the substantive requests for missions. These were received from Iraq, China, Palau, Vanuatu, Samoa, the Solomon Islands and Myanmar. Earlier advice by the APF on the establishment of an NHRI in Pakistan also came to fruition in 2011–12 with the passing of legislation. 34 | 3. Promote compliance with the Paris Principles
