the relevant legislation.
This special report provides a summary of the works conducted by the
task force thus far, and it does not mean that this topic will be put to rest.
We will continue to monitor developments and expect that the collaborative
efforts of the NHRC, executive agencies, and NGOs will bring about the
progressive implementation of practical mechanisms for FOC management
and broker supervision. We hope this will put an end to slavery on the high
seas and change previous international perceptions of Taiwan so that Taiwan
will be known as an advocate of human rights for foreign fishermen. At the
same time, this will also protect the sustainable development of our nation’s
distant water fisheries.
