Ending Slavery on the High Seas Member Wang Mei-yu, Control Yuan Two events that took place in 2015 led to Taiwan being accused of fishermen exploitation. The first was a yellow card against Taiwan's distant water fisheries from the EU and the other was the death of Supriyanto, a fisherman on the Taiwanese-flagged fishing vessel “Fu Tsz Chiun.” These events drew the attention of the government, domestic and foreign media, and human rights groups. A series of investigations into the human rights of foreign fishermen was launched by the Control Yuan. The Flag of Convenience and the management of transnational brokers, in particular, have come under considerable criticism from many sources over exploitative labor practices. I am glad that Chen Chu, the Chairperson of NHRC, attached great importance to the labor rights of fishermen and formed a task force to investigate the situation. During our investigations, we witnessed many issues with the human rights of foreign fishermen. We also secured the commitment of the Executive Yuan to make improvements, such as capping the number of FOC vessels and overcoming obstacles with direct international wire transfers Preface 010
