Monitoring, Evaluation, Accountability and Learning | A Guide for NHRIs in the Asia Pacific Glossary The following terms are defined as they relate to Monitoring, Evaluation, Accountability and Learning. 4 Accountability Providing opportunities for stakeholders to give feedback on your NHRI’s effectiveness AND ensuring your NHRI reports back on its work to its stakeholders. Activities Any actions that take place to reach planned outcomes, such as programmes, projects, processes, events, tools and meetings. APF (acronym) Asia Pacific Forum of National Human Rights Institutions. Assumptions The thoughts you have about how change is expected to happen. Attribution The aspect of any change that can be credited to your actionsinterventions. Baselines A starting point before an activity happens, which is used as a comparison to measure change following the activity. Dependencies External factors, usually out of your control, that may impact whether or not you are able to reach your outcomes. Disaggregated data Data collected, analysed and presented separately, according to subcategories, that enables greater analysis and identification of trends/ discrimination. e.g. gender disaggregated data. Evaluation Assessing what has and has not worked in relation to reaching your planned outcomes. Gender analysis Analysis of the situation for different genders, including identifying gender inequalities. Gender analysis usually results in recommendations to reduce any inequalities identified. Gender mainstreaming A strategy to achieve gender equality by considering gender implications across all activities of an organisation. Gender-sensitive indicators Indicators that measure gender-related changes over time. Human rights The basic rights and freedoms to which all humans are entitled. Impact The change that occurs as a result of activities, outputs and/or outcomes. Indicators The measures you will use to track progress towards, or achievement of, planned outputs and outcomes. Inputs The resources needed to achieve your outputs and outcomes. Inputs can include your NHRI’s staff, financial, physical, and technical resources.
