CENTRAL PRISON PESHAWAR, 14TH APRIL 2022 NCHR’s team visited the jail where 2900 inmates were housed within the holding capacity of 3100 prisoners. Prisoners have access to medical staff including male and female doctors and dentists. Two female psychologists and one male psychiatrist are also employed in the jail to counsel prisoners. CENTRAL PRISON HARIPUR, 3RD OCTOBER 2022 NCHR’s team visited the male and female barracks and met with the superintendent of Haripur jail who briefed the team about the overall situation of the jail. The capacity of the jail was said to be around 860 whereas there were only 300 prisoners at the time of the visit. Health facilities at the jail were adequate and were able to attend to the needs of all prisoners. The jail had five medical wards including a separate ward for prisoners with psychiatric needs. Condition at Haripur is considerably better due to under-occupancy of prisoners and sufficient resources and staff. Women’s section is also in a relatively good condition. CENTRAL PRISON BANNU, 6TH OCTOBER 2022 NCHR’s team visited Central Jail Bannu where the superintendent briefed them. The jail experienced overcrowding, housing 1017 prisoners in a facility meant to house approximately 720 inmates. The team visited the barracks for men and women and noted that juvenile inmates were housed in separate barracks. NCHR has concerns about lack of legal aid to juvenile prisoners and the fact the JJSA 2018 is not yet operational in letter and spirit. Prisoners had access to adequate health facilities, a library, and a telephone to contact their relatives. SUB JAIL TANK, 7TH OCTOBER 2022 During NCHR’s visit, the team found that structures within the jail were damaged due to the floods in the previous months. In order to accommodate the prisoners, 92 inmates were transferred to nearby jails. NCHR recommended shifting the transferred prisoners to the South Waziristan sub jail once the construction was finished, and to reconstruct Sub Jail Tank with more facilities in order to minimise problems previously faced by the inmates like water and sanitation. Work on renovation has begun. SUB JAIL SWABI, 2ND NOVEMBER 2022 NCHR’s team visited the jail where the superintendent and staff members briefed them. The jail experienced overcrowding.
