According to the jail administration, the prison has the capacity to accommodate only 96 prisoners but was housing 307 inmates which has resulted in severe overcrowding of the jail premises. SUB JAIL TANK, 15TH FEBRUARY 2022 NCHR’s team noted severe overcrowding at Sub Jail Tank as well as the fact that 100% of the inmates of this prison were under trial. When asked about the delays in the disposal of cases of the under-trial prisoners several reasons were cited, including the unavailability of police personnel, late submission of challans, reinvestigation by police, and remand of cases by superior courts. During the visit, NCHR found that some under-trial prisoners had already completed the prescribed period of their imprisonment in jail. NCHR has taken this up with the provincial government. CENTRAL JAIL D I KHAN, 16TH APRIL 2022 NCHR’s team visited Central Jail D I Khan and met with Superintendent Binyameen Khan and Deputy Superintendent Zafar Ullah Khan. NCHR noted that the jail experienced overcrowding and a significant number of under-trial prisoners. Health facilities are provided by District Headquarters Hospital, D I Khan however, the strength of sanctioned medical officers is 21 whereas only 11 medical officers were working here. One gynaecologist and a female psychologist were working to provide medical care to 33 female inmates. The number of sanctioned jail staff is 324 whereas 60
