 On the recommendation of NCHR, IG Police Punjab has directed heads of all Police training institutes to make module of prevention of custodial torture a part of all promotional and mandatory courses for police officials in the province.  Policy recommendation to Punjab Government for increasing the minimum age of marriage to 18 for girls in line with UN Convention on the Rights of the Child. Incidence of shortage of medicines in the market led to a reference to Ministry of National Health Service Regulation and Coordination, Government of Pakistan regarding substantial increase in demand for the tablet Paracetamol. The Ministry moved a summary to the Economic Coordination Committee (ECC) to finalise the subsidy for three months to manufacture the Paracetamol. Reference to Punjab Government through Secretary, Specialized Healthcare Department and Secretary, Primary & Secondary Healthcare Department to allocate at least two beds for transgender persons in all hospitals across Punjab. Due to NCHR’s consistent efforts, most hospitals have now allocated special beds for trans-persons in the province. Policy recommendation to the Punjab Home Department to expedite the approval of requisite syllabus for minority prisoners to get the benefit of remission of sentence under Rule 215 of the Prison Rules. Lahore has now been consistently ranked as one of the most polluted cities globally, severely affecting the quality of life and health of over 12 million citizens and reducing their life expectancy by approximately 2.7 years. If concentration level remains unchecked, the life expectancy lost could jump to 5.3 years at Lahore relative to what it would be if WHO guidelines were met. It reflects ineffective and inadequate measures on part of the concerned authorities, which are in contravention of the basic right to life guaranteed by the Constitution of Islamic Republic of Pakistan as well as International Covenants including United Nations Framework Convention on Climate Change (UNFCCC) ratified by the Government of Pakistan. Ultimately, NCHR reached the conclusion that the measures taken by the Environment Protection Department Punjab so far are not adequate. Consequently, the Secretary EPD, Punjab has been called to appear personally for a hearing along with representative of Chief Secretary Office and Commissioner Lahore at NCHR office, Lahore, Punjab. The case was in process till the filing of this report.     MEETINGS WITH GOVERNMENT DEPARTMENTS & INTERNATIONAL AGENCIES:   Meeting held with Chief Secretary Punjab by the Chairperson and Member Punjab. Meeting held with IG Police Punjab. An AIG was appointed as a focal person for NCHR to share crime data and for submission of compliance reports on human rights violations from field formations. 53
