NCHR Punjab also visited Central Jail (Adiala) Rawalpindi several times during the Commission’s inquiry into custodial torture at the prison. Chief Justice Athar Minallah of the Islamabad High Court was also present during this visit where the team met with prisoners who complained of excessive torture and inhuman and degrading treatment. Details have been documented in the NCHR Report mentioned earlier. INSTITUTIONAL VISITS   NCHR Punjab visited the Child Protection and Welfare Bureau in Lahore to oversee the facilities available for the neglected and destitute children housed therein. The team also visited the Dar-ul-Amaan of the Social Welfare Department in Lahore to inspect the facilities provided and to hear the grievances of the inmates. Issues identified in the Dar-ul-Aman functioning are part of NCHR’s policy brief on social protection centres which is currently being compiled. LEGISLATIVE/POLICY INTERVENTIONS    Implementation of “Punjab Free and Compulsory Education Act 2014” taken up with the Education Minister Punjab. Lobbying for the enactment of “Punjab Protection of Rights of Transgender Bill” with Secretary Human Rights & Minorities Affairs. Policy recommendations made to Chief Secretary Punjab for setting up of Provincial and District Child Protection Committees.  Regional Office Lahore was successful in getting the Punjab Government’s Service Rules amended by deleting the column of religion in the job advertisements for sanitary workers through judicial cognisance. The requisite notification was issued by the Punjab Government on 25th May, 2022.   Review of implementation of Domestic Workers Act 2019. Review of “Home Based Workers (HBWs) Bill” and stressed upon Punjab Government and Parliamentarians for its early enactment. Policy recommendation to Federal Public Service Commission to take measures for amendment in its preliminary examination pattern which puts religious minorities at a disadvantage. The Federal Public Service Commission in response to NCHR Recommendations dated 5th September, 2022 have reported that requisite measures would be taken at the earliest.  52
