aid commodities came from another agency or persons;
(2) Repacking the goods, equipment or other aid commoditiesinto
containers with different markings to makeit appear that the
goods came from another agencyor personsor wasreleased
upon the instance of a particular agency or persons;

Making false verbal claim that the goods, equipment or other
and commodity m its untampered original containersactually
camefrom anotheragencyorpersonsor wasreleased uponthe
instance of a particular agency or persons;

Substituting or replacing relief goods, equipmentorotheraid
commodities with the same itemsor inferior/cheaper quality;
Illegal solicitations by persons or organizations representing others a
defined in the standards and guidelines set by the NDRRMC;
Deliberate use of false at inflated data in support of the request
for funding,relief goods, equipment or other aid commodities for
emergencyassistanceorlivelihood projects; and
(m) Tampering with orstealing hazard monitoring and disaster
preparedness equipment and paraphernalia.
4. Republic Act No. 7279, Urban Development and HousingActof 1992
(Regulation of urban eviction, demolition and resettlement)
Section 3(d): “Consultation” refers to the constitutionally mandated process whereby
the public, on their own or through people’s organizations,is provided an
opportunity to be heard andto participate in the decision-making process on
matters involving the protection and promotionofits legitimate collective
interest, which shall include appropriate documentation and feedback
mechanisms.
Section 21:
Basic Services. - Socialized housing or resettlementareas shall be provided
by the local government unit or the National Housing Authority in
cooperation with the private developers and concerned agencies with the
following basic services andfacilities:
(a) Potable water;
(b) Powerand electricity and an adequate powerdistributio
n system;
(c) Sewerage facilities and anefficient and adequate solid waste dispo
sal
system; and
(d) Access to primary roads and transportation facilities
.
The provisionsof other basic services and facilities such as health, education,
communications, security, recreation, relief and welfare shall be planned
and shall be given priority for implementation by the local government
