This survey was conducted in 2019 by the Commission on Human Rights through its Center for Gender Equality and Women’s Human Rights in collaboration with sixteen CHR regional offices, the Bureau of Jail Management and Penology, and selected women’s correctional facilities. The survey was implemented in consultation with civil society organizations and wardens from the National Capital Region, and in the form of focus group discussions with a total of 241 women detainees across the regions. 8
