Asia Pacific Forum of National Human Rights Institutions A CAR is a means of building on the CA and the CA report. It is a shorter, simpler process than the CA itself. It results in a short report to the NHRI with updated recommendations that take account of progress in implementation, developments within the NHRI and context changes. NHRIs may also decide to undertake the full CA process again. The new CA includes a review of implementation of the past recommendations but it is primarily oriented towards the current situation of the NHRI, its future capacity needs and the strategies and actions to build the required additional capacity to increase effectiveness. 20
